I checked with Verizon, when I was planning to go to Ukraine. They said I could get a new phone that would work with either network and that I could get it set up to have both a Ukrainian phone number and my US number, so that anyone calling from either place would only be making a local call. I think it was gonna cost about 4 bills for the phone, though. Might be cheaper now.

$20 for a throwaway at the airport. You can still use your palm for an address book.

You can get a cheap pay as you go phone in the UK for about £20.

But the best way to call the US is to forget mobile phones and buy an international phone card and use it on a pay phone. You can get a card for £5 and it will have 4 hours of talk time on it.
